El objetivo de este documento es presentar un conjunto de orientaciones que ayuden a concretar ideas que están planteadas en la Estrategia Nacional contra la Pobreza Energética (ENPE) de abril de 2019 respecto a la gestión del bono energético. En concreto, la ENPE propone automatizar y gestionar coordinadamente entre todas las Administraciones Públicas un bono social energético.
Por tanto, estas ideas incluyen tanto un diagnóstico de la situación actual de la implantación del bono social, como propuestas concretas que pensamos que pueden mejorarlo a corto plazo.
Se trata de un documento con un enfoque centrado en un aspecto específico de la lucha contra la pobreza energética, con un ámbito temporal de corto plazo y con la intención de proponer mejoras a la situación actual. Aunque dada la complejidad del problema, inevitablemente se incluyen algunas propuestas que van más allá de una acción de corto plazo, quedan deliberadamente fuera de este documento medidas estructurales, y también posibles rediseños del bono energético, de sus beneficiarios o del origen de su financiación. Todos estos aspectos es intención de la Cátedra de Energía y Pobreza seguir abordándolos a través de otras acciones. 

English summary:

The aim of this document is to present a set of guidelines that help to implement ideas that are set out in the National Strategy against Energy Poverty (ENPE) of April 2019 regarding the management of the social tariffs in Spain. Specifically, the ENPE proposes the automation and coordinated management of a social energy voucher among all public administrations.

Therefore, these ideas include both a diagnosis of the current situation of the implementation of the social tariff, as well as specific proposals that we think can improve it in the short term.

This is a document with a focus on a specific aspect of the fight against energy poverty, with a short-term timeframe and with the intention of proposing improvements to the current situation. Although, given the complexity of the problem, it inevitably includes some proposals that go beyond short-term action, structural measures are deliberately left out of this document, as well as possible redesigns of the social tariff, its beneficiaries or the origin of its financing. It is the intention of the Chair on Energy and Poverty to continue to address all these aspects through other actions.
